Main Duties :
　　 1、Implement the Chinese party and government’s guidelines and policies on foreign and overseas Chinese affairs;formulate plans regarding foreign and overseas Chinese affairs;be responsible for guiding foreign and overseas Chinese affairs and coordinating the work of Overseas Chinese Association in Huzhou according to the Constitution of Overseas Chinese Association; organize and formulate concrete measures to implement policies and guidelines on foreign and overseas Chinese affairs and supervise its implementation.
　　2、Coordinate foreign and overseas Chinese affairs between municipal departments; collaborate with every department and every county to deal with important foreign and overseas Chinese affairs; assist the central and provincial departments with overseas Chinese affairs that require the co-operation from local governments.
　　3、Handle the procedures of review, approval, submission for approval, application for visa and passport etc. for the staff on official visits to foreign countries or overseas territories; Handle related issues of inviting foreigners to China; be responsible for collecting and keeping the official passport and entry-exit pass; Supervise and assist related departments to educate overseas visiting team and personnel with foreign affairs disciplines.
　　4、Offer municipal departments and units with activities and direct counties to hold activities to establish friendly relations with foreign countries.
　　5、Understand and master the conditions of foreigners in Huzhou with departments and units concerned; manage foreigners, including foreign experts, technicians or students with related departments; assist related departments to deal with unexpected foreign incidents or cases.
　　6、Be responsible for the reception of the visiting foreign guests on invitation as well as embassy and consular staff conducting official business; administrate daily contact and communication with embassies or consulates in China. Coordinate and handle foreign affairs involved leaders from Municipal Party committee, Municipal People’s Congress, Municipal government and Municipal Political Consultative Conference; Open up, construct, improve, adjust and administrate the municipal foreign visiting units.
　　7、Manage Hong Kong and Macao affairs; contact and receive civil groups and celebrities
　　8、Contact, receive and serve overseas Chinese and their societies and  keep close touch with the returned overseas Chinese and their family members; master conditions of  overseas Chinese at home and abroad timely; manage overseas Chinese affairs in Taiwan with related departments; undertake the work of review and approval of overseas Chinese affairs with departments concerned.
　　9、Make personnel arrangements for overseas Chinese, Hongkong and Macao compatriots, and representatives of the returned overseas Chinese and their families with related departments; learn and reflect opinions and requirements of overseas Chinese, the returned overseas Chinese and their family members and play the role in democratic supervision as well as participation in politics.
　　10、Carry out foreign economic work together with related departments and provide guidance, coordination and service for the introduction of capitals, technology and talents to enhance economic, scientific and technological cooperation and exchanges with foreign countries.
　　11、Organize and coordinate the work of safeguarding the legitimate rights and interests of the returned overseas Chinese and their family members and coordinate overseas Chinese economic complaints according to law; guide and supervise the use and management of overseas Chinese donations
　　12、Promote publicity regarding overseas Chinese, cultural exchange and Chinese language and culture education; cooperate with Propaganda Department of Foreign Affairs to do a good job of external publicity and interviews from foreign journalists and examine important major news drafts ; supervise and inspect the implementation of disciplines on foreign and overseas Chinese affairs with Municipal Commission for Discipline Inspection and related departments
　　13、Be responsible for the identification of overseas Chinese, returned overseas Chinese and their family members
　　14、Be responsible for the education and training for the cadres in charge of foreign affairs and overseas Chinese affairs in Huzhou.
　　15、Undertake the daily work of the Municipal Foreign Affairs Office and the Huzhou People's Association for Friendship with Foreign Countries.
　　16、Undertake other tasks assigned by municipal committee and municipal government.
