Unit or person makes application→ preliminarily examined by Health Bureau in county or district →relevant papers collected at the window→ examined by the Administrative Examination and Approval Authority→ approved by leaders of the Administration →the Administrative Examination and Approval Authority issue the short-term  practical license in China for foreign doctors → applicant receives the license at the window
