Procedure

1) Department of Commerce of Zhejiang Province or Foreign Trade and Economic Cooperation Bureau of City-level, County-level or District-level (Bureau of Commerce) approves the set of foreign-invested real estate projects and issues certificates of approval with one-year validity. 2) Project owners apply for industrial and commercial registration and get the business license with one-year validity. 3) Prepare the documents including “Foreign-invested Real Estate Record Sheet (containing the letter of commitment for the legal representative of the enterprise), the contract of land transfer or the certificate of land user and the full set of record material to County-level or District-level Bureau for the preliminary examination. 4) County-level or District-level Bureau provides the Municipal Foreign Trade and Economic Cooperation Bureau with “Opinions about Material Examination for Foreign-invested Real Estate in Development Zones of County-level, District-level or Province-level” and the full set of material for the preliminary examination. 5) After the preliminary examination, the Municipal Foreign Trade and Economic Cooperation Bureau issues “Opinions about Material Examination for Foreign-invested Real Estate from Development Zones of City-level, County-level and State-level”.6) Submit to Department of Commerce of Zhejiang Province the documents for examination. 7) Report to Ministry of Commerce for the record

Application Material

Full set of approval material of foreign-invested real estate project, “Foreign-invested Real Estate Record Sheet (containing the letter of commitment for the legal representative of the enterprise), “Opinions about Material Examination for Foreign-invested Real Estate in Development Zones of County-level, District-level or Province-level” and other relevant materials including the statement to the use of funds.
