Basis: Foreign Trade Law and Measures for the Record and Registration of Foreign Trade Operators

Procedures: Log on http:/iecms.ec.com.cn/iecms/index.jsp, submit the electronic data, print the Record and Registration of the Foreign Trade Operators Form, handle the formalities for the record and registration (at the Foreign Trade Window, 5th floor of Huzhou Administrative Service Center, No.99 Hongqi Road, Huzhou), get stamped on the Record and Registration Form.

Application Requirements: All the legal entities, organizations or individuals engaged in foreign trade activities and had the formalities for business registration or other practicing procedures in accordance with the law, Foreign Trade Law and other relevant laws and administrative regulations.

Application Materials:

　　1. Record and Registration of the Foreign Trade Operators Form (with legal entity's signature and official stamp) (the operator’s English name must be in accordance with its Chinese name)

　　2. Copy of Business License (with official stamp), domestic enterprises must have import and export businesses.

　　3. Copy of Organization Code Certificate (with official stamp)

　　4. Copy of legal entity's ID card

　　5. Copy of Approval Certificate of Foreign-invested Enterprise (with official stamp) must be provided if the operator is a foreign-invested enterprise. (pure foreign-owned enterprises could go to the customs for handling without record).

　　6. Legal individual business owners (solo proprietors) must provide the certificates of property notarization issued by legal Notary Public; legal foreign (regional) enterprises must provide capital credit certificate (with official stamp) issued by legal Notary Public.

Notes:

　　1. All materials are needed if there is any change, plus Record and Registration of the Foreign Trade Operators Form (original) ( original form with the stamp of "浙江" should be handled at the service hall of Provincial Business Office, stamp of "浙江湖州" should be handled at the City Administrative Service Center), Chinese name and English name must be the same, if not, commitment contracts must be handed.

　　2. If the original is lost, a loss notice should be published in the newspaper (on provincial newspapers) when applying for changes. The loss notice newspaper plus the original invoice of the loss notice are needed to replace the original form for proceeding the changes.
