Huzhou City has basically completed the targets of institution reform since the act was started last May. A total of 233 public institution has been cut, our city, districts and counties under our jurisdiction have all exceeded the provincial targets and basically built a functional institution system with reasonable structure, coordinated resource and scientific organization.

“Institutions are the main body to provide public welfare service. As the social undertakings accelerates and people’s needs for public welfare services increases, it is urgent to promote the reform of institutions through classification.” said the person in charge of Huzhou CPC Municipal Organizational Setup Office.

Since the launch of institution reform, our city carried out special investigations as early as possible, studied and formulated the implementation plan for institution clean-up, standardization and integration. The hardcore requirements, such as “reducing and incorporating unemployed institutions or institutions with a shrinking responsibilities”, “reusing and managing the reduced and recovered authorization strength”, have provided scientific guidance for the reform. At the same time, we focus on the key core and accomplish the “three identifications” work, meaning identification of duty, of institutions and of organization setup.
