Recently, the School of Public Policy and Management, Tsinghua University, has published the Research Report on Fiscal Transparency of Chinese Municipal Governments in 2020. Huzhou ranks sixth among 294 prefecture level and above municipal governments in terms of financial transparency, 46 places up from the previous year.
In recent years, our city has accelerated the promotion of financial disclosure measures and methods, established a top-down, standardized and effective information disclosure system. City has also issued related notice that has clarified the responsibility subject of the disclosure, and made specific requirements for the time, method, scope and content of the disclosure. This year, 76 municipal departments and district and county governments, in accordance with the principle of “unified platform, unified schedule and unified format”, disclosed 52 items of financial disclosure in four categories through the municipal government information disclosure platform.
In the process of publicity, our city has actively expanded the scope of publicity that used to focus on government budgets, departmental budgets and “three public” funds. In accordance with the standards and norms of the government's active disclosure of information in key areas, we have highlighted key areas such as budget performance, special funds, government procurement, government debt, PPP projects and so on.
