Recently, according to a notice by the Provincial Office for Common Prosperity, Wuxing District's case of "City leading villages to fully promote the integrated development of urban and rural areas" was successfully selected into the "list of typical cases" in the common prosperity demonstration zone of Zhejiang Province. It is pointed out that these typical cases and effective practices are worth learning from for all localities to promote common prosperity.

  In recent years, the integration of urban and rural development in Wuxing has been further promoted, and rural reform continuously deepened. In view of the lack of collective asset resources in underdeveloped villages and the imbalance of village collective economic income structure, we have innovated and implemented the practice of fully promoting the city-led integrated development of urban and rural areas, and sung the revitalization song of strengthening the villages and increasing the income of the villagers. Last year, the district topped the list of "China's top 100 counties and cities in urban and rural overall planning".

  "At the end of 2018, considering that there were 23 underdeveloped villages in Wuxing with annual operating income of less than 300000 yuan, we have significantly improved the ability and level of annual income growth of underdeveloped villages through comprehensively using characteristic measures such as cluster income growth, government and bank help income, four ticket excellent income and digital intelligence income generation," said the director of the Economic and Information Technology Bureau of the District. Last year, the district took the lead in realizing the full coverage of the village collective annual operating income of 500000 yuan, and the average annual operating income of the village reached 1.371 million yuan.

  “The establishment of a village-level economic "cooperative" is a powerful starting point for Wuxing to increase its income,” said the director of the comprehensive section of the Economic and Information Technology Bureau of the district development and Reform Commission. The local government guided the underdeveloped villages to purchase property projects such as standard factories, shops and stores by means of company formation and joint purchase.

  The district has expanded income increasing channels and effectively enhanced the sustainability of the village collective economy. Previously, 16 administrative villages in Zhili town jointly set up 4 companies, buying and leasing standard workshops in the children's wear industrial park, adding 150,000 yuan of annual operating income on average to each village.

  In the implementation of the policy and bank cooperation, Wuxing has made good use of the financial resources. A local support fund for underdeveloped villages, in which the municipal government and district have invested 22 million yuan and the village has invested 22.85 million yuan, has been established. It is jointly operated and managed by the District Urban Investment Group, which can increase the income of 33 villages by 2.691 million yuan per year. At the same time, the district has launched "photovoltaic loan" products with relevant banks, so that the photovoltaic power stations collectively built by the villages can not only generate power but also "generate income". At present, a total of 20 villages have obtained the overall credit "photovoltaic loan" worth nearly 100 million yuan.

  It is worth mentioning that through mountain sea cooperation, Wuxing extended the "help chain" to Yunhe County, Lishui City. The district has set aside 2670 square meters of workshop in its High-tech Zone, for supporting the collective economy of the County’s Chongtou Town and its villages. Every year, this can increase the collective economy there by 1 million yuan.
