In recent years, taking the national intellectual property Rights (IPR) pilot demonstration construction as an opportunity, our city has deeply implemented the strategy of building the country’s strength in IPR and promoted the construction of a strong national IPR city with high standard through opening Huzhou IPR digital industrial park, achieving full coverage of IPR alliance above provincial level, expanding IPR pledge financing channels, actively promoting IPR insurance and other measures. As of now, our city is home to 16,500 valid invention patents and 115,600 registered trademarks, making the number of high-value invention patents per 10,000 population reach 17.9, which ranks the second in the province.
　　In 2022, our city issued Policies to Promote the Innovation and Development of Intellectual Property Rights in Huzhou, making new adjustments in the scope and standards of IPR awards and subsidies, and related regulation of IPR creation, protection, application, management and services. That effort has added more flexibility to IPR subsidy projects and standards, as well as greater policy benefits to enterprises and people.
　　In addition, our city has also established a coordination mechanism for intellectual property rights protection among 16 departments citywide. The city court has launched a digital IPR collaborative protection application of “legal protection of intellectual property rights”, taking the lead in making a regular supervision mechanism for infringement judgments. While in the city’s public security department, they have independently developed the IPR criminal crackdown application of “cloud protection standards” to supervise major and difficult IPR criminal cases. And in the city procuratorate, an administrative penalty connection system of non-prosecution IPR cases has been piloted in Deqing County, which will further enhance the ability of joint execution and governance.
