I. Main responsibilities:
      (1)It conducts investigation and research on the economic and social development of the city, as well as foreign affairs, Hong Kong and Macao work, as well as provides opinions and suggestions for the decision-making of the municipal party committee and government on foreign affairs, Hong Kong and Macao work. It also drafts relevant plans and policies for foreign affairs and Hong Kong and Macao work, organizes and supervises their implementation. Apart from that, it participates in drafting local rules and regulations as well as municipal government regulations.

(2) It takes charge of centralized management of the city’s foreign affairs and Hong Kong and Macao affairs; collaborates with relevant departments to handle major foreign-related and Hong Kong and Macao affairs; coordinates important foreign affairs, Hong Kong and Macao activities with relevant departments and counties; assists relevant departments at higher levels to carry out foreign affairs, Hong Kong and Macao work.

(3) It manages and coordinates and handles receptions of state /party delegations and other important foreign guests visiting Huzhou or conducting official activities; coordinates and arranges schedules and logistics of municipal leaders participating in foreign affairs events; handles external exchanges of municipal leaders; provides guidance for foreign receptions.

(4) It handles or assists in handling major foreign-related cases (incidents), as well as the protection of the safety and legitimate rights and interests of overseas Huzhou citizens and institutions.

(5) Manage, guide, and coordinate international exchanges and work between our city and friendly foreign cities, as well as with friendly units.
       (6) Convergence case management of the review and approval of tasks related to official travel abroad, Hong Kong and Macao, as well as inviting foreign and Hong Kong and Macao people to visit Huzhou. Assist and supervise relevant departments to provide education on foreign affairs, Hong Kong and Macao policies, and discipline for people traveling abroad on business, Hong Kong and Macao groups.

(7)Responsible for handling communication affairs between the city and the governments of Hong Kong and Macau. Responsible for coordinating communication between the city and relevant institutions of the central government in Hong Kong and Macau, as well as liaison work with institutions from Hong Kong and Macau stationed in the mainland. Responsible for receiving delegations from the governments of Hong Kong and Macau and assisting in promoting exchanges and cooperation between the city and the two special administrative regions.

(8) Responsible for overseeing the city's social organizations' external relations work. Coordinate and promote international exchange activities for all social organizations in the city. Take responsibilities for contacting and receiving visits from important foreign non-governmental organizations and prominent individuals.

(9) Carrying out other tasks assigned by the Municipal Party Committee and the Municipal Government.
