According to a press conference held by the Municipal People's Congress Standing Committee yesterday morning, the newly revised "Regulations on Air Pollution Prevention and Control in Huzhou City" will officially take effect on July 1. The regulations were revised and passed at the 24th Meeting of the 9th Municipal People's Congress Standing Committee and approved by the 17th Meeting of the 14th Provincial People's Congress Standing Committee.
The "making our skies blue again" is a top priority in the battle against pollution. "Keeping pace with the times to revise the air pollution prevention regulations is a crucial step to implement the decisions and deployments of the Party Central Committee and the State Council. This revision will help institutionalize solutions to prominent issues in our city's ecological civilization construction, providing a new legal guidance to ensure a comprehensive victory in the 'making our skies blue again' campaign." said Wang Hao, Director of the Legislative Affairs Committee of the Municipal People's Congress.
According to reports, the newly revised Regulationsconsist of 28 articles without chapter divisions. Building upon the previous version, they introduce refined and additional clauses tailored to Huzhou's specific circumstances, with a focus on "tracing pollution to its source," "tackling tough challenges" and "pooling resources" in the city's air pollution control efforts.
Huzhou will cultivate and expand five emerging industries of new energy vehicles, intelligent equipment (logistics equipment), semiconductors and optoelectronics, biomedicine, and green energy, while accelerating the transformation and upgrading of traditional industries. These efforts will drive the green and low-carbon transition of the city's industrial structure.
To address public concerns regarding pollution from cooking fumes, the newly revised Regulations introduce specific measures to enhance management. These include establishing mechanisms for information sharing on air pollution prevention and providing compliance guidance services before restaurants begin operations. The "Regulations" clarify that market supervision administration must inform businesses of their obligations when issuing business licenses. Additionally, restaurant operators are required to clean and maintain their fume purification equipment at least once per quarter and keep records of such maintenance.
